The New York State Education Department (NYSED) is responsible for the development, implementation and enforcement of laws (both federal and state) pertaining to education in New York. The Department is supervised by the Board of Regents, made up 17 members who are elected by the State Legislature. The Regents appoint the Commissioner of Education who is the chief administrative officer of the Department. The current commissioner for NYSED is Dr. David Steiner. The Office of Special Education (OSE) is overseen by Associate Commissioner for Special Education, Rebecca Cort Ph.D, and falls within the Office of Elementary, Middle, Secondary, and Continuing Education (P-12 EMSC) Education. Regulations of the Commissioner of Education - Parts 200 and 201
Part 200 and 201 of the Regulations of the Commissioner of Education are the NYS regulations to conform to the federal Individuals with Disabilities Education Act (IDEA). This Part 100 Regulations page provides access to sections 100.1 - 100.16 of the Regulations of the Commissioner of Education, which specify requirements for elementary, middle and secondary school programs in New York State including Response to Intervention programs, academic intervention services, diploma requirements, and other areas relevant to the education of students with disabilities within general education.

Special Education Hudson Valley Regional Office
Special Education Quality Assurance oversees preschool and school-age special education services. Regional Associates coordinate the review process and also provide technical assistance to parents, school district personnel, and private providers. The Hudson Valley region encompasses Sullivan, Ulster, Dutchess, Orange, Putnam, Rockland and Westchester.
